From the technical point of view, the product is meant mostly for easily enhancing your own airports and not for making scenery packages. In FSX, the Airport Wizard module is required for scenery files to work properly (without the module, they will still work, but will have a bigger impact on frame rates, and you will see some flickering).
From the legal point of view, distributing scenery files created by Airport Wizard is OK, but distributing our scenery library for lights (AirportWizardLib.bgl) and our FSX module DLL is not allowed, since they are copyrighted.
However, you can distribute the scenery files and tell the users to download the free demo of Airport Wizard to get the module and the library. The free demo only allows improving airports in Belgium, but the library and the FSX module will work everywhere. If you go this route, make sure you distribute the .DAT file and textures generated by Airport Wizard for the airport, in addition to the BGL file produced. The .DAT file is required by the module.

I have looked in a variety of places but don't seem to find the DAT file mentioned. I looked in AW directory as well as directory where modified scenery file is located with no luck. Thanks for your help.

The DAT files for individual airports are located in the same folder as BGL files generated by Airport Wizard. You can find the exact folder location in the scenery library (it varies depending on the OS used).

OK, limited success. I did, in Vista, find the DAT file and BGL file. They were in \ProgramData\FlightSimTools.com\AirportWizard\Scenery_FSX\Scenery. I've moved them to the FSX directory I want to upload yet the lighting effects don't show up on the XP computer. Will continue to find correct placement of those files.
